A possible insight today into why the Assembly Government has prohibited PFI in the NHS while it continues in the rest of the public sector. Put simply, ministers have less control from the centre over PFIs. About 120 of Wales's 130 hospital sites scrapped car park charges today. Some have private contracts to honour and cannot act immediately. By May 2011, only four will still charge.
But one hospital, Neath Port Talbot, will continue to charge until 2032. Guess how the gleaming NPT was financed.

The Heritage Minister told today's plenary he would suggest to the FA that it holds Cup semi-finals at Cardiff's Millennium Stadium.

This in the week that City progressed to the FA Cup semi-finals, earning the club its first trip to Wembley since 1927.

I thought Plaid wanted to do well in Grangetown in May.

Goodwill on Earth

Goodwill has broken out all over the place.

An inquiry into last summer's foot and mouth outbreak found the relationship between Wales, Scotland and Whitehall only functioned because of goodwill on all sides between officials and ministers.

Meanwhile, commenting on an increased workload for the Welsh Affairs Select Committee thanks to the LCO procedure, Rt Hon Alun Michael MP tells the Western Mail: "Frankly it's been a bit of a nightmare but goodwill on both sides has made it work."

Last week, Department of Health minister Ben Bradshaw claimed Wales was going to miss out on extended GP surgery opening hours. Guardian columnist George Monbiot thinks the policy is an example of NHS privatisation by stealth.

You would do well to argue that the Welsh health service is headed for a similarly privatised destiny. But if we are going in the opposite direction, I can't help wondering where we will end up. What exactly is the big idea that unifies all this ...

The Health Minister says there are too many commissioning bodies, allowing patients to fall through the gaps. Meanwhile bigger trusts are being created. During last year's election campaign, Edwina Hart's predecessor was forced to clarify himself when he told a hustings that trusts had reached the end of their lives. A former doctor and senior public health official has been appointed as Wales's top civil servant. First Minister Rhodri Morgan has talked of a health service revolution. The One Wales agreement says the internal market will be brought to an end and there will be no PFI in the health service. But the Assembly Government is happy to use it to build schools.

Plaid Cymru AMs might think that 8.3% is far too much, but an AM from another party tells me he hopes Plaid realise some members "took a f***ing pay cut to get elected". Another says the only civil servants who earn the equivalent of an AM's salary are "minions".

:: Not a day, week, month or year goes by without at least one special interest laying claim to it. You know the sort. April is National Paint Your House Red Month. June 11 is International Take Your Cat to Work Day.

Sadly, there are now so many of these well-intentioned "awareness raising" initiatives that I fear they struggle to raise the awareness they were intended to raise.

Unless you work in the Assembly Government, where such days/weeks/months/years hold extraordinary importance. WAG loves to match its publicity activities to them.

Today we were informed that ministers will this week be making announcements or attending events that in some way relate to the following units of time: Tourism Week, Science and Engineering Week, World Kidney Day, UN International Day for the Elimination of Racial Discrimination, the National Year of Reading and, my favourite, Wales Innovation Week.

Something about dental health is also going to happen, which is odd, given that National Smile Month isn't until May.

I want to meet the civil servant responsible for keeping track of what day it is.

More light than heat

Those of us who work in the Assembly will know how cold the Senedd can get. It's part of what you might call a drive for sustainability. Or turning the heating down to save the rainforests.

But the fact you can sometimes see condensed moisture when you talk in there on a cold day still isn't enough to fulfill the impeccable environmental credentials that the Senedd aims for.

A report to the Assembly Commission last December found "the building is currently consuming around 50% more electricity than it should need on an annual basis".

While the performance on heating was excellent, the Senedd was using noticeably more energy for lighting, broadcasting and computer equipment than anticipated.

We can only hope that in the drive for greater sustainability the Commission heads for the light switches, not the thermostat.

Timed to imperfection

The idea behind this pay rise is fair - take away AMs' perks by scrapping the allowances regime and give them a fair wage as judged by an independent pay review.

It cannot be right that someone's workload increases so much in eight years, but their pay does not reflect it. Meanwhile, they are able to swell their income through a mysterious system of benefits and allowances that no-one outside the Assembly knows about or understands.

This is the argument being advanced by Dafydd El. But I fear that because of the timing it's an argument that won't win much sympathy. There could not be a worse time to do this. And the new allowances regime might not even be in place until the next election.

I'll be intrigued by how and if Plaid AMs return their pay rises.

Our survey says

A very large 10-volume document was deposited on my desk this week. It contains the findings of Assembly Government research into what we think of public services. And lo, it found we are very happy with them.
Of more interest is a finding that 24% of people "preferred to access services" bilingually in English and Welsh. One per cent said English or Welsh, two per cent said Welsh only and 73% said English only.
Because of the rather awkward way this is phrased in the report, I'm not entirely sure what that 24% is saying. No-one can access services in English and Welsh at the same time, unless they are clever enough to fill out two forms at once or conduct the same conversation simultaneously in two languages.
Of late there has been an increased focus on encouraging Welsh speakers to use the language, a development I applaud because as a Welsh speaker I can certainly identify with the type of person described here who does not use Welsh when dealing with officialdom.
Does this survey mean that only a quarter of the people in Wales agree with the principle, indeed the law, that says public bodies should operate in English and Welsh?

Afternoon delight

Counsel General and Leader of the House Carwyn Jones found himself in an embarrassing spot about extending the Assembly's timetable yesterday. A hardcore of Labour AMs - said to have north-Walian origins - were opposed to more Thursday afternoon committee meetings.

Following harsh words from the opposition, and tricky questions for Mr Jones at the Cabinet's weekly press briefing, Labour decided to back down at a group meeting yesterday morning.

Thursday afternoon sessions needed a unanimous agreement at the Assembly's Business Committee. Other party whips, business managers and the Presiding Officer were happy with the idea, but Mr Jones could not agree because of the opposed Labour AMs.

It is extraordinary that Labour found itself in this position. AMs are very hard working and may have good reasons to oppose Thursday afternoon meetings. But there is no way politicians can win sympathy from the public on an issue like this, especially in the present climate.

One wonders whether Mr Jones would have similar difficulty delivering his group if he was its leader. Meanwhile, Andrew Davies answered First Minister's questions while Rhodri Morgan was away.

Say what you see

You may have read recently that end-of-term oral exams in foreign language GCSEs are to be replaced with term-time assessments in the classroom. Lib Dem AM Eleanor Burnham read this, in the Daily Telegraph as it happens, so she asked Education Minister Jane Hutt whether the policy would apply to Wales.

Here is the reply Ms Hutt gave plenary last Wednesday.

"As I'm not a reader of the Daily Telegraph (laughter), particularly, I have to say, when it does not relate to Welsh policy or Welsh issues, I don't think I need to comment any further than that I am fully in support of the pioneering work being undertaken by Cilt Cymru."

I confess I was not certain what this meant, but I took it to mean that Wales was plotting its own course and would not scrap end-of-term foreign language oral exams

Just to be sure I was not grasping the stick at its incorrect end, I checked with the Assembly Government press office. And it seems I was wrong.

So, to clarify, when Ms Hutt was asked whether end-of-term oral exams are to be scrapped in foreign language GCSEs, what she should have said was "Yes".

In Aberconwy last May, local Plaid Cymru candidate Gareth Jones - now the local Plaid AM - had the phrase "Save Llandudno Hospital" printed on the ballot paper as part of his successful campaign to rid that constituency of Labour.

So Plaid's response to an announcement by Health Minister Edwina Hart on the future of Llandudno hospital today was intriguing. A final decision hasn't been taken, but one of the reviews she launched after the election agreed with the removal of breast surgery, coronary and acute stroke services. A range of other services, including stroke rehabilitation and breast screening, will be retained and revamped in exchange.

Last March, Mr Jones said this: "Removing coronary care beds and breast surgery services, and no longer admitting medical emergencies, is, by any standards, a downgrading."

Well, today he issued a press release welcoming the "solid guarantee" that the hospital would not be downgraded and would retain its status as an acute site. He says he's going to press Edwina to keep breast services at Llandudno, adding: "The minister's promise today will come as a great relief to all those in Aberconwy and surrounding areas that have argued so strongly for the future of Llandudno hospital."

I honestly don't know if what was announced for Llandudno today amounts to a downgrading or not. But with Plaid supporters already upset about Y Byd and the closure of small schools in Gwynedd, more and more appears to be riding on Rhodri Glyn Thomas's forthcoming Welsh-language LCO.

Cliche-free zone

The Welsh attempt at a national male costume (obligatory rugby shirt and farmer's cap for boys at the school Eisteddfod) always struck me as a pretty poor attempt to keep up with the girls and their traditional hat/"ffedog" combination.

Anyway, as you can see below, Rhodri Morgan doesn't go in for such hackneyed symbols of national identity. This is a picture of him briefing the press in the Senedd today, where he told reporters: "We are known as throwing a good party in Brussels for St David's Day, shall I say."

He also said some interesting things about China which you will probably read about in tomorrow's papers, or on the wire now if you are a subscriber.

It's been a day of funny quotes in Cardiff Bay.
In a bid to hush-up a rowdy plenary session Dafydd Elis-Thomas said he would not allow the Assembly to become a "mini Westminster".
Tory AM Andrew Davies said "I had a McMeal I did" when telling AMs what he ate at lunch.
His Conservative colleague Darren Millar asked Health Minister Edwina Hart if she thought there were "too many fat politicians in Wales, myself included".
But my favourite came from Rhodri Morgan who said his new permanent secretary Dame Gillian Morgan, a former doctor, was "non-man and non-mandarin".

Welsh Labour conference, Llandudno

:: According to the guide to fringe events, Peter Hain was due to speak. An organiser of the event confesses that he informed the Labour Party Mr Hain was pencilled in as a speaker, but then forgot to confirm with the former Welsh Secretary.

:: Just been to a conference debate on whether Y Comreds should be allowed to discuss non-devolved matters at Welsh Labour conferences. One delegate speaking in favour of the motion said it would be a good idea because then they could talk about the disestablishment of the church. Which happened in 1920. As if these occasions aren't fascinating enough.

:: There's a man down the chippy with a nice hankie who swears he's Secretary of State for Wales.

:: Always very tight security at Labour conferences. So I'm not sure how Bridgend AM Carwyn Jones got in, because his pass was accidentally issued to someone of the same name. I'm having visions of him haranguing a steward saying: "Don't you know who I am? I'm the Counsel General."

Union of the snake

:: Doubtless you will have heard about the Valentine's Day tiff between Labour and Plaid. Trade union members can go to the Plaid website and click on their union. Up pops a half-completed email addressed to your brothers/sisters, instructing them that you do not want your membership fees going towards Labour-affiliated funds.
But why this strange alteration to Plaid's site? I had a look at it yesterday when an embargoed press release came through. As instructed I clicked on some unions' logos to see how it all works. Today, when I checked back, the logos had gone, to be replaced by Plaid's daffodil. Sorry, poppy.

:: The way jobs are divvied up in the Assembly Government's Cabinet is strange. Drugs policy is a responsibility of the Social Justice Minister, but youth offending is a responsibility of the Health Minister. I would have thought it would be the other way around.

:: There has been a consultation on a Welsh-language children's channel with a suggestion that S4C2 is used for this purpose instead of broadcasting the proceedings of the National Assembly.
But substituting plenary with Planed Plant Bach might be easier said than done, I'm told. S4C is looking at whether it has the bandwith available. I don't pretend to understand the technology, but let me put it like this: Wil Cwac Cwac is more demanding than the Assembly.

The day cometh

Even though they want a Welsh Parliament, the Liberal Democrats will not campaign for a 'yes' vote in a referendum on primary powers for the Assembly if it is held on the same day as the 2011 election. Welsh Lib Dem leader Mike German says a simultaneous election/referendum would confuse things. A cross-party 'yes' campaign could not be sustained during a bitter election battle, he says.

In America referendums on election day are not uncommon - seven states banned recognition of same-sex marriage on mid-term election day last year.

Perhaps it would help the cause of greater devolution to have the referendum on election day. Might those voters who turn out at least be more favourably disposed towards having an Assembly?

What Mischievous Mike really wants is to remind us of the broad spectrum of opinion towards devolution that exists within Labour and Plaid Cymru, the two governing parties of the One Wales coalition. He is agitating for Rhodri Morgan and Ieuan Wyn Jones to move swiftly towards a referendum, knowing full well that they dare not appear over hasty. That is why they created the convention.

There are two important elections before 2011 - a General Election and an election for a new Labour leader in Wales. Who knows what complexion that will cast upon proceedings?

Mr German can call for meetings with Rhodri Morgan about setting up a 'yes' campaign for 2011 all he wants. If they stick to their stated retirement dates, Messrs German and Morgan will be long gone as party leaders by the time 2011 comes around.

I know that we in Wales are famously optimistic at the start of every Six Nations campaign – and perhaps we too often let our hearts rule our heads.
But I genuinely feel we could be on the verge of a new golden age, in the style of the great Welsh sides of the 1920s and 1970s.

:: In case Conservative MP Derek Conway's difficulties have got you wondering, 15 AMs have declared on the register of members' interests that a family member or partner has worked for them during the third Assembly. That's one in four. A couple of others say they have partners who work for the Assembly itself or for the Assembly Government. Two, of course, are married to each other.

:: Impending financial doom is being reported everywhere today. The Royal Institution of Chartered Surveyors estimates 123 homes will be repossessed every day this year. The Bank of England is going to be allowed to offer secret help to failing banks to prevent another Northern Rock-style fiasco. Mortgage approvals are at a 12-year low. The Chancellor will need to raise taxes by £8 billion in his spring Budget to meet the Government's limit on national debt, the Institute of Fiscal Studies warns. And the US economy has had its slowest year since 2002 - fourth quarter GDP growth in 2007 was much lower than expected at 0.6%.
No wonder the Assembly Government now wants to see a better return on its big spending commitments. The nine years devolution has had to establish itself have been years of economic growth and massive public spending. A lean period would genuinely test the Assembly's value for money.

Plaid Conundrum

:: The smacking row and the resignation of Peter Hain reveal a tricky problem for Plaid Cymru and an opportunity for the Liberal Democrats.
There was a time when such a spectacle as the smacking row would have prompted a volcanic frenzy of anger from Plaid. "Look," you can almost hear them say. "Whitehall is bullying the Assembly."
Instead, the story catapulted the Welsh Liberal Democrats into the news as the only opposition party with the necessary pro-devolution credentials to cry foul.
A similar thing happened with the appointment of Paul Murphy to Welsh Secretary. Ieuan Wyn Jones, who once talked of Labour's "devolution dinosaurs", must now bite his ministerial tongue. No such problem for the Lib Dems, who steal an opportunity to speak up for devolution by talking down Mr Murphy.
If One Wales delivers a referendum, then none of this will matter and Plaid will continue to claim it is fueling the engine of devolution. Sometimes, however, that referendum seems like a pretty big if.

:: A Liberal Democrat briefing paper about the party's strategy in the Assembly has dropped into my inbox. Judging by who sent it and the list of other recipients - all Lib Dem staff - I can only assume I was sent it in error. There is usually a juicy scoop involved when a reporter gets to see something he is not meant to see. Luckily for the Lib Dems, the contents of this confidential document are too boring to report.

Training hard now

Posters around the Assembly are appealing for rugby players to take on the Houses of Commons and Lords in the annual match on February 2. The Assembly's team has been kitted out by a donation from First Great Western. As everyone naturally wants to be out of the showers before England kick off against Wales at Twickenham that afternoon, one assumes it was felt too dangerous to put the travel arrangements at the mercy of Britain's train network, whatever the largesse of its operators. The team bus leaves Crickhowell House at 7am.

Smacking ban slapped down

A Government-commissioned survey of 1,800 parents found 67% felt there should not be a complete ban on smacking children. This finding - tempered by the views of 64 children, most of whom thought corporal punishment had no place in modern childhood - prompted the Government to abandon a proposed smacking ban last October.

Why, then, does the Assembly Government want to ban smacking in Wales? The Assembly voted in favour of supporting a smacking ban in January 2004 by 41 votes to nine. But it is not in One Wales, nor is it in the manifestos put forward by Labour and Plaid Cymru in May. Does the Assembly know that Welsh parents hold a different opinion from that surveyed by the UK Government? Or does it have information which disproves the UK Government's assertion that the current law is working?

Or has this idea been chosen as a means to test the boundaries of the current law-making procedure and probe the limits of the maligned LCO system? Neither Whitehall nor Cathays Park know exactly how this new system will work. It will take some prodding by the Assembly Government to discover what exactly it can get from an LCO. If, in the process, ministers have to back down from introducing a smacking ban - something that was never their original intention - then so be it. Who knows, the impression of an overmighty London machine frustrating the will of the Assembly might hasten the arrival of the referendum on primary powers.

Badge of honour

Leak no evil

:: This morning, while walking through the Senedd, I noticed a bottle on the floor marked "Leak Detector". I suspect this piece of apparatus has more to do with rain than gossip in the tea room. All political establishments are familiar with leaks. But the Senedd must also contend with a leaky roof. Despite being open since early 2006, yellow signs next to puddles on the floor are still not uncommon after a good soaking.

British jobs for Welsh fish

:: Gordon Brown got in a spot of bother when he promised British jobs for British workers. Critics asked whether such a policy objective was possible? Does the phrase even make sense? Either way, it is certainly more achievable than the feat that Tory AM William Graham asked of Rural Affairs Minister Elin Jones in the Senedd today when he said we should be “keeping Welsh fish in Welsh rivers”.

Going round in circulars

I'm not the only person who is frustrated by jargon, it seems.

During plenary, shadow health minister Jonathan Morgan poked fun at an NHS document called: "The all-Wales protocol for non-emergency patient transport eligibility criteria and the introduction of regional contact centres to manage the booking of patient transport in Wales." (You can read it here).

In her response, Health Minister Edwina Hart said: "It seems to be the trouble with the health service circulars, about the nature of the titles of them. I think once you've read the title you then don't go into the detail of circulars. That perhaps might explain why the health service doesn't always deliver according to instruction on policy then. So this might be a useful example for me in that particular area."

Top marks to the minister. Or nearly top marks. I'm deducting a point because she used the phrase "across the peace/piece/piste" in the Senedd this afternoon. Still, nine out of 10 ain't bad.

Welsh Secretary Peter Hain is in the Senedd today. AMs have a 105-minute debate on the Queen's Speech - Gordon Brown's legislative plans for this parliamentary year. Plenary has had a statement on forthcoming Welsh Assembly Government legislation, but not an amendable debate. It has had an amendable debate on the One Wales coalition deal, but that's a four-year programme. Some imbalance here?

I said some unkind things about the LCO procedure last week. Today, Counsel General Carwyn Jones came to the Cabinet's weekly press briefing to defend the LCO. He attacked "mischievous" Tory MPs for trying to "reverse" devolution.
LCOs are put forward by the Assembly's ministers, committees or private members to request that law-making powers in devolved fields are transferred to Cardiff Bay. For example, today's LCO from the Assembly Government on home care will allow the Assembly to legislate in that field ... for ever. Mr Jones's complaint was that some MPs were asking what specific legislation will flow from these LCOs.
That is impossible to answer beyond a certain point. No minister can say what measures the Assembly will pass 20 years hence. But when Welsh ministers ask for further powers to be transferred, is it not predictable that MPs will ask: "What do you want to do with these powers?"
It boils down to a pretty simple dichotomy: The Assembly wants all the power it can get, but not everyone thinks this is a good idea.

Certain stock phrases have emerged which journalists are deploying to describe the work of the All-Wales Convention. We write that it will "do the groundwork" for a law-making Assembly, or that it will "clear the way" for a referendum in 2011.
The truth is, there is no accurate way to describe the convention's work because no-one really knows what its work will be.
Sir Emyr Jones Parry this week said he would produce a report by the end of 2009. He could not, however, tell us what he will be writing about because his terms of reference have not been set. Everyone in the Bay seems content that he is the man for the job, even if they don't know what his job is.
Labour AM Alun Davies says in today's Western Mail that the convention must seek consensus on what sort of Assembly Wales wants, not merely identify whether there is consent for the institution envisioned in the 2006 Government of Wales Act.
This is quite a neat way of summing up the convention's primary political function - to tie the One Wales coalition together. There are those who want it to slow down the devolution project and there are those who want it to act as a surrogate Yes campaign. But at some point it will have to address the narrowly-defined question of "Can a referendum be won in 2011".
Rhodri Morgan says that what voters tell pollsters outside Marks and Spencer on a Saturday afternoon is not the same as what they do in the privacy of the polling booth. Sir Emyr, he says, must find out why this is so.
I await with interest to see if Sir Emyr can find a hitherto unknown way of measuring public opinion that will give a foolproof answer to the question of "Can a referendum be won in 2011".

After the referendum, who will mourn the passing of the Legislative Competence Order? Or LCO, pronounced “Elco”, which sounds like the nickname of a Brazilian footballer.
Unfortunately, the ungainly Elco is nowhere near as graceful or as pleasurable to behold as a Brazilian footballer in full flight. In sporting terms, it is much more reminiscent of the hapless lock-forward who, isolated in his own 22, panics on finding himself in possession of the ball and unaccountably decides to kick it. Sadly he concedes a regrettable opposition line-out with a perpendicular left-foot slice that sends the ball squirting off into a crowd of exasperated home fans.

There is some fascinating research reported in today's Western Mail. It says the free primary school breakfast scheme might have nutritional benefits, but does not improve educational attainment.
Ministers have repeatedly said that children work harder, behave better and concentrate for longer with a decent breakfast inside them. This is undoubtedly true.
So why does the scheme not affect education? Another finding suggests those same children were eating breakfast at home anyway. The study found "areas where pupils had previously had breakfast at home were more likely to take-up the free breakfast scheme".
I wonder if it is the case that the only kind of parent who will pressurise a school and local council into participating in the free breakfast scheme is the kind of parent who will make sure his or her child eats breakfast anyway.
Primary school breakfast clubs are great. Lots of schools have told me so. But am I wrong to suspect that a child who does not get fed in the morning at home is unlikely to have someone who will write to the school governors on their behalf asking for free breakfasts to be provided?

:: I can't make up my mind about the free prescriptions policy. A friend of mine was prescribed free Strepsils and free paracetamol when he saw the doctor about a sore throat last week. By his own admission, he could easily afford to buy these himself.
Furthermore, the definition of a prescription seems vague. If doctors can prescribe Vaseline, then what can't they prescribe? I asked two recently-qualified doctors this question and they did not know the answer. Were I to spend too long in the Assembly's dining facilities, would my GP be able to prescribe me a free gym membership?

:: You may know that the Assembly has abandoned paper towels as a lavatorial eco-experiment.
A notice by the hand dryers (which run on "green electricity") from AM Lorraine Barrett, the "Assembly Commissioner for the Sustainable Assembly", says the convenience of a paper towel must be foregone if the Assembly is to be an "exemplar in sustainability". Although using a hand dryer may take longer, "what's 30 seconds when time is running out for our planet?", she asks.
Fair enough. But this all means that when I spilt my coffee yesterday I had to try and mop it up with a highly unsatisfactory fistful of toilet paper. And what is one to do when the hand dryer stops working in the fourth-floor gents, as it did for a short time this week? Perhaps pop down to the Senedd, where paper towels are still dispensed in the toilets opposite the debating chamber. The impeccably green Senedd building apparently has no hand dryers.

I'm always unsettled by the word "obviously". People too often use it in relation to things which are not at all obvious.

For example, Finance Minister Andrew Davies said this in the Senedd chamber today while answering questions about the Assembly's budget:

"Our complaint with the Treasury was that obviously they were using the baseline reduction in terms of calculating the percentage increase into the spending review consequentials that would arise from that."

Of course. It's obvious.

Nothing about the Assembly's budget is obvious, as others have commented. My favourite aspect of it is the fact that responsibility for match funding has gone from the Economy Minister - Mr Davies's old job - to the Finance Minister. So Mr Davies used to be in charge of this big spending responsibility in his old job, and now he's in charge of it in his new job.

This decision - enabling him to be associated with favourable press coverage in local papers every time match funding is used to build a new bridge - was taken by the Labour-only administration before the election. Obviously.

Tory MP Stephen Crabb here says the United Kingdom is being "slowly dismembered and hollowed-out" by devolution. He also has a subtle dig at his own party's manifesto for May's election.
It is interesting, however, that his answer is not to roll back devolution - "Abolition of the devolved institutions is not currently saleable" - but more devolution. He advocates a law-making body for England, perhaps with its own First Minister.
Even if they don't all agree on the way forward, it seems all Conservatives can at least agree that some form of devolution is here to stay.

Deal or No Deal?

Writing about the comprehensive spending review yesterday was a bit of a nightmare. You spend ages preparing for it, doing all the maths, thinking about an intro to the story - then it all goes out the window when you try to reconcile the competing claims about what it means for Wales.
Government spending, you see, is a relative concept.
First out of the starting blocks is the Wales Office proclaiming that Wales is getting a 2.4% spending increase, which means an extra £4.3 billion from the Treasury, which means we have never had it so good.
Then comes the opposition with its claims that this is the worst settlement since devolution, that actual growth is much slower than the Treasury claims and that Wales is going to be worse off because the Government is massaging the figures.
Last but not least comes the Assembly Government with a "don't panic" message. It's "very challenging", says Finance Minister Andrew Davies. But he knew it would be and remains confident he will be able to pay for all the One Wales promises.
His budget will grow from £14 billion this year to £16 billion by the time of the next election. To put that into perspective, in its first eight years the Assembly's annual budget doubled from £7 billion. Good deal? Bad deal? The Treasury pays your money and you takes your choice.

Interesting comments by Eluned Morgan about the need for Welsh Labour to move to the political centreground. Marginal seats cannot be defended from the Tories by bathing them in Rhodri Morgan's clear red water, so her argument goes.
For some reason Health Minister Edwina Hart declined to respond at the Assembly Government's weekly press briefing today.
So it's worth recalling what the First Minister said before the election to put all this in context. Back in March he said he was not out to convince Tory voters to switch to Labour.
"That's one in 1,000 at the very most," he said. "Our job is to get the Labour vote out and overcome apathy, and that's the reason for my appeal to the foot-sloggers."
It will be interesting to see whether the next Welsh Labour leader will hold quite the same view of floating voters when he or she is desperately trying to regain seats like Cardiff North.

It concluded last night with an examination of the apparently meaningless phrase "Across the piece". I have misheard it a number of times in the Assembly as "Across the piste" which I had assumed to be a skiing phrase. Turns out I am not the only one to make that mistake. Anyway, I have decided to include it - whatever it is and whatever it may mean - in my five least favourite phrases which one hears flogged to death on a seemingly daily basis in Cardiff Bay.

I don't know where to watch Wales play Australia on Saturday. I'll be in Llandudno for the Plaid Cymru conference this weekend. Plaid are showing the match on a big screen in the conference hall. Before the election Rhodri Morgan made clear he was not interested in wooing Tories. Guided by a belief that Wales is natural Labour soil, he tried to stoke enough sympathy to overwhelm the opposition. Nothing could be less New Labour. The strategy failed, perhaps because Welsh Labour was tarnished by the unpopularity of New Labour. The One Wales pact is a consequence of that failure.

But could the "progressive consensus" in Wales further entrench New Labour? More power for Wales's Assembly and Scotland's Parliament will mean both nations send fewer MPs to Westminster. If the One Wales pact results in a lawmaking referendum - a pretty big 'if' according to Welsh Labour MPs - then it could further diminish safe Labour parliamentary seats, making middle England even more valuable at General Elections.

You may have seen the Chancellor smashing a tennis ball across the playground during his visit to a primary school in Rhiwbina on Friday. Quite surreal. Cue jokes about where's Lord Levy when you need a tennis partner.

One little boy had earned two stars in class that day. Labour's Cardiff North candidate Sophie Howe told him his parents would be very pleased with him.

“You might get an extra glass of milk”, Rhodri Morgan added. An extra glass of milk? Not an extra half an hour on your Xbox 360 or an extra £1 to spend on sweets and football stickers, but an extra glass of milk. I wish I lived in a world where children still considered two glasses of milk to be a treat.

Coalition talks take their toll

:: Ieuan Wyn Jones just told Dragon's Eye that as well as not serving in a “Tory-led” Assembly Government, Plaid would also not “prop up Labour”. I had to get on the phone and ask a party PR to explain what the "propping-up" bit meant. It's deal or no deal, apparently. There would either have to be a formal coalition government or not – none of this “we will support you on that vote this week but not on this vote that week”. Does it matter? According to Peter Hain, Labour will not do business with Plaid anyway. All the various coalition permutations are getting a bit daft. More than once my newsdesk – who, like most human beings, are not following every twist and turn of this saga – have had to phone me back after I filed stories to clarify what the hell is going on. Does it make any difference if Ieuan says he's not keen on this “Tory-led” scenario? Will he still be Plaid's leader if the Tories thrash him into third place? I can't decide if there's a story in this, which is often a pretty good sign that there is not – a conclusion reinforced by the cold I have. Conserving energy for a big day tomorrow.

Despite the BNP's manifesto striking a predictably displeased tone about the “influx” of “bogus asylum seekers” we are apparently experiencing, it contains a policy that would actually makes it easier to get into Wales – scrapping the toll on the Severn Bridge. Warm bodies

I thoroughly recommend this Economist piece on the election. I particularly like the line about “warm bodies” needing to be selected ever four years to fill the Senedd.

In discussions about low voter turnout, one often hears that the media needs to “do its bit” and that getting more people to vote is a “challenge for all of us”. Declining turnout is a phenomenon across the democratised world, exacerbated at Assembly election time by the fact that so few people wanted devolution in the first place.

Frankly, if anyone thinks newspapers can propel more people to the polling stations by reviving the tradition of verbatim accounts of proceedings, they're having a laugh.

All things considered, the space and time given to Assembly politics by Wales's media is pretty fair. Wales's election has barely registered in the national press, while Scotland's is generating a lot of coverage and discussion. That's not because the media are unwilling to do their bit in Wales. It's because the media go where the stories are and there is a better story going on in Scotland.

:: Went down the Arms Park to see the Blues slaughter Edinburgh yesterday. Found myself sat next to First Minister Rhodri Morgan. Man-of-the-people Morgan is often to be found cheering on his beloved Cardiff, whom he first saw play in 1946. He said he canvassed Wales forward coach Robin McBryde when he was out door-knocking in Tumble recently. The rugby-mad Labour leader asked McBryde why the national pack scrummaged so much better against England than it did against Scotland in the Six Nations. But would he vote Labour, I enquired? "To be honest we were so busy talking about the bloody scrum I forgot to ask who he was voting for."

:: Yes, not blogged for a while. Not that you will have missed me as no-one is concerned with any blog other than Arsembly at present. He/she was, you will have seen, the subject of a piece in Golwg last week. Therein it was speculated that Arsembly's alter ego is an election candidate with a close friend who works for the BBC. One name immediately springs to mind. "It's not me," he tells me. The search goes on. I confess that I - like all of Arsembly's readers - am desperate to know the identify of the Clark Kent behind this blogging Superman.

:: See that story in the Western Mail recently about how to dress tidy in order to win votes? I hope for his sake a certain Cabinet minister did. A Labour PR asked him to take off his duffel coat before going on the telly on the campaign trail recently. "If it's good enough for Michael Foot ... " he said, as he reluctantly disrobed.

:: At the Plaid conference. Plaid says it is in the shape of its life. Ieuan Wyn Jones has this theme that they have changed the party. There is a professional backroom operation, a new image, more cash and an unprecedented propensity for candidates to be on message. You might say it's all superficial – where is the changed ideology?
There may not be a Clause IV moment, but don't underestimate the changes they have made. In preparing for this weekend, I had a little look at Plaid's 2003 pre-election conference on the PA text library. Shambles (the conference, not the library). RMT leader Bob Crow was supposed to show up and address the faithful – but, embarrassingly, he pulled out hours before the speech. Mr Jones had to address everyone outdoors after a power cut plunged them into darkness.
The contrast with this year's slick performance could not be greater. Plaid's big challenge is to encourage people to “get beyond” independence and listen to their policies on health, education and the rest of it. This, Plaid claims, it has finally managed to achieve.

:: Plaid's conference is in Caernarfon. I like Caernarfon. As I'm fond of telling people, you can get mugged in Welsh in Caernarfon. It's the only town of its size I have been to where Welsh runs right throughout all of society. I went to school in the countryside where lots of people speak Welsh, and now I live in the city where lots of people don't. But Caernarfon has a bit of both. Only in Caernarfon have I ever had to tell a begger I didn't have any change ... in Welsh.

:: I passed no shortage of local hospitals to be saved on the drive up here from Cardiff. But, as I approached Builth Wells, I passed a roadside public convenience with the slogan “Save Our Toilets” painted on the roof. Not sure what that says about a town, but I didn't stop and use them.

I ask, because Plaid leader Ieuan Wyn Jones has given them up (and wine, although he admits to having a glass of red to celebrate Saturday's rugby) for lent. What was being discussed in the Assembly's tea room last night? Not what would be the Barnett consequential of today's Budget. Not whether Sir Michael Lyons should reinvigorate local democracy by recommending the abolition of capping on councils. But whether Ieuan would break his pledge for lent if he scoffed a toasted teacake and butter.

Spin in the car

Went to hear Rhodri Morgan give the last in a series of keynote speeches at Swansea University last night. It was the Centre for Public Policy's annual public lecture. At the same occasion in 2002, Mr Morgan gave his “clear red water” speech. Except he didn't, as he reminded his audience last night.

"I ran out of time and never actually delivered the words 'clear red water' that were in the speech,” he said.

The catchphrase was so widely spun beforehand that everyone reported it anyway.

This series of speeches has been vintage Morgan: patriotic rejoicing (“Wales can do it”); digs at New Labour (“beginning to show more than a few signs of age”); confounding use of English (“If that is the kind of climate shift we cannot avoid having by 2050, it is hardly going to be unhelpful to Wales's competitive position”).

Last night he said his final political amibition was to put the Assembly's new powers to good and early use if re-elected.

“We have got a new car. We are certainly not going to leave it in the garage.”

If I can extend the metaphor, it just remains to be seen if, when the garage door is pulled up on May 4, there is one of these inside ...

Isn't it quaint how the Assembly Government's health department names all its documents Designed for Something because they stem from that troublesome tome Designed for Life? It's reminiscent of the Welsh naming tradition of ap.

A quick scan shows we've had Designed to Tackle Cancer, Designed for North Wales, Designed to Deliver, Designed to Comply and Designed for People with Chronic Conditions. My favourite is Designed to Work. As opposed to what? Designed not to Work? Oh.

Bloggers have noted how Assembly Cabinet ministers do not want Trident replaced, despite Captain Morgan's appeal for "noises off" not to cloud the election campaign.

On Sunday, I spoke to Education Minister Jane Davidson about her views. We had to carry out our telephone interview quickly because she was en route to the signal-less Brecon Beacons for a hike. We raced through the issues and after thanking her for her time she said a funny thing:

"And we actually got it through before I got to Lord Hereford's Knob."

I'm still at the Lib Dem conference.

:: The Lib Dems think the environment is the best thing ever and say we should all take public transport everywhere so we don't spew out horrible carbon dioxide with our ghastly cars.

That is unless you are going to the Welsh Lib Dem spring conference, which is in premises owned by the Driver and Vehicle Licensing Agency and is not on any public transport route. Delegates have complained about having to take taxis to get here as the site is serviced by neither bus nor train and is too far to walk or cycle from the city centre.

:: Some politicians speechify without notes. Some, like Rhodri Morgan, make very detailed notes but don't stick to them. Others have to have every dot and comma written out, complete with stage instructions, beforehand. Lib Dem Assembly leader Mike German appears to be one of these. Party PRs furnished us with copies of his address to conference before he took to the platform, wherein we noticed this passage:

"Plaid Cymru want 'free' lap-tops for school children. [roll eyes]"

I can confirm that Mike did indeed follow this pre-prepared piece of spontaneity to the letter.

On the disproportional representation of obscure policy

I'm at the Welsh Lib Dem conference.

I feel a bit sorry for the Lib Dems. They have got hundreds of whiz-bang policies which they say will make Wales a bloody better place. Except us in the media only want to talk about one - proportional representation. Which is a bit strange really. I mean, how many people in Wales's pubs are at this moment talking about proportional representation in local government elections? Probably none.

It is important because it could be a deal-breaker in coalition negotiations after May's election. Sir Menzies Campbell has received a bit of flack about it, with accusations that he could downgrade the policy so he can go into government with Gordon Brown in a hung parliament. No, says he. His commitment to it is "absolute".

The Welsh Lib Dems might have to drop it so they can do a deal with Rhodri Morgan in a hung Assembly. So their leader Mike German has come up with a form of words that is supposed to defuse the speculation. It is very important, but no more or less so than all those other blinding polices that will be in the Lib Dem manifesto, says he.

Except he is wrong. Kirsty Williams suggested it is less important when she addressed activists on Friday night. She said: "Not once has a constituent come up to me and said, 'Now then Kirsty Williams, when are we going to have fair votes for local elections?" Meanwhile on his blog, Peter Black says if a coalition deal was struck after May 3 that did not contain local PR "then the chances are that the deal would be rejected outright" by rank-and-file party members.

And that is the problem. Mike German cannot endorse a deal - he has to take it to the grass-roots who have the final say on coalitions. I'm convinced the reason why people join the Lib Dem party is simply because they can have a good old row about every aspect of party policy, unlike the corralled Labour and Tory foot soldiers ... unfortunately for Mr German and Sir Menzies.

More importantly, what has happened to my Lib Dem caption competition? The pictures have gone corrupt. I suspect foul play. I'm asking party officials and attendees here in Swansea if they are the responsible saboteur. So far I am yet to find the culprit.

Labour posted an interesting video attacking the Conservatives on YouTube today. Labour excitedly describes it as “too offensive for telly” and “a UK political first”.

The word “Labour” does not appear until the end, when viewers are asked to vote thus. Before that there is footage of striking miners, some of whom are carrying a big yellow Lib Dem banner.

An inadvertent sign of coalitions to come perhaps?

I am fascinated by the presence of the phrase “flip flop” in the political lexicon as a term of abuse.

Tony Blair used it in his speech to the Welsh Labour annual conference. He told delegates withdrawing from the European social chapter was the only issue on which David Cameron's Conservatives had not flip flopped.

I'm not going to get involved in the wisdom or otherwise of withdrawing from the European social chapter. Putting that to one side, if flip flopping means changing your mind, what is so virtuous about never changing your mind that it deserves to be rewarded with votes?

Frankly, people who embrace evidence to the contrary of what they previously believed are just as deserving of praise. In certain circumstances such people are often called scientists, or sensible. Even Tony Blair acknowledges that Labour has had to jettison some of what it once believed to find a place in the modern world. In the same speech, he said that despite the “Labour values” that “we believe in - always have and always will”, there were times “in an economic sense” when “we didn't appear to have the answers for the future”.

There must be lots of people in Britain who thought Iraq was, on balance, worth invading, but who now think it has proved to be an overwhelmingly bad idea. Isn't it a bit nasty to marginalise them as flip floppers?

Anyway, in Australia flip flops are called “thongs” and how much more fun would it be to hear politicians accuse each other of “thonging” on policy?

Also at the Welsh Labour conference, I heard Enterprise Minister Andrew Davies's abilities get a ringing endorsement from trade union leader Andy Richards. The two used to work together at Ford. At a fringe event on the importance of the unions to the Labour Party, Mr Richards said Mr Davies was responsible for a lot of hard ministerial graft that went unseen. The T&G boss said that when you are in a “ruck” with a global company, trying to persuade it to keep factories open in Wales, it is no place for “thespians or rock stars”. Was he referring to someone in particular?

Strange goings on in Llandudno

Well, here we are in Llandudno for the Welsh Labour annual conference, where lots of people are slagging off the Tories because of some vote or other on May 3. Llandudno is like Wales's Bournemouth, but not as nice.

I've heard a lot of very, very strange things up here. One is “That'll be £16.20” when paying for three plates of fish and chips at Barnacles. (£16.20!)

But here are the two strangest things I've heard ...

The first came from Martin Eaglestone, Labour's Arfon candidate, when introducing Peter Hain at the conference platform: “He moves around quickly and achieves a lot.”

What?

The second came from a little black box on a lamppost: “Caution. Llandudno is a secure town.”

Is it?

Half term this week, so I’m giving the blog a rest until the Labour Party kicks off the Welsh conference season in Llandudno on Thursday.

Before that, I’ve come back to Pembrokeshire for a weekend of recuperation and I thought I would share this with you.

The twin settlements of Fishguard and Goodwick have a long-running rivalry. Goodwickians have always been mystified, and not a little angry, that their harbour is called "Fishguard Harbour". Geographically speaking, you sail between Rosslare and Goodwick.

But good-natured Goodwickians let the slight pass, preferring instead to nobly express their superiority by fielding much better football teams than their much more numerous neighbours. Also, you can get a signal for your DAB digital radio in Goodwick, but not in Fishguard.

A repository of all things Fishguard and Goodwick is the County Echo and St Davids City Chronicle. I’m a particular fan of the letters page, where I read that L Evans - a pensioner, of Solva - has had a nasty trip on some loose pavement outside Fishguard rugby club.

He/she writes: "Fortunately I was wearing denims at the time and my injuries were grazed and bruised knees and elbows but, had I been wearing lighter clothing, I would probably have needed hospital treatment."

He/she adds: "This stupid kerb must be remedied at once, or sooner, if possible."

I know time passes more slowly here than it does in Cardiff Bay, but is it possible to do something sooner than "at once"? I came for a rest, but wrestling with this philosophical conundrum has overshadowed the entire weekend.

Seven wonders

Rhodri Morgan marked his seventh year in the job last week. You probably read the piece in the Western Mail with the picture of him making his sandwiches. I Ioved the anecdote about him falling over on his way into The Grange (not his first episode of pub ingress difficulty).

He invited journalists up to his fifth floor office for coffee, Welsh cakes and conversation, where he was asked if there was anything he particularly wanted to tell us. He mused on how, after the fiasco of Alun Michael's departure, he had to steady the ship. Provide strong leadership. Rally the demoralised civil servants (one of only two occasions when he felt "totally stressed-out"). Get devolution back on track.

You might think it’s not much of a story: "I’m a safe pair of hands" or "I’m not Alun Michael". But was Captain Morgan trying to tell us that having steadied the ship in 2000, he was ready to do it again seven years later? There are signs that it ain’t going to be pretty for Labour on May 3. Obviously the First Minister would not acknowledge this. But perhaps he was sending a subtle message to the crew that after a bloodbath, he was the one to nurse them back to health? He had already played the part of midwife who eased the "birth pangs of devolution" which "could not have been more problematic".

He wants to go in 2009, but says he won’t hang around if the people of Wales let him know it’s time to start looking for a memoir publisher before then. What he does not say is at what number of seats he will make that decision. If Labour slump to 27, 26, 25, 24 AMs, will he depart? I think if the maths allow him to govern (ie Labour + Lib Dems = majority) he will try to cling on. In the past, I have heard him talk about how difficult it was to negotiate the partnership government with the Lib Dems. If the same, or a similar deal, has to be struck this year, who better to strike it than someone who has done it all before?

Seize the initiative

I've complained about the hateful presence of jargon in education before. And I'm not the first to do so. I was nearly reduced to tears when listening to Jane Davidson explain the aims of her “pedagogy initiative” this week.

The aim of the pedagogy initiative is to improve the outcomes for learners by enhancing the pedagogical skills, knowledge and practice of practitioners, creating an expectation that all practitioners in Wales will engage in the most effective teaching and learning.

The Spaniards are coming

After hearing Carwyn Jones tell AMs last week that they could not set Wales-only carbon-emission targets because not all the "levers" were in the Assembly's grasp, I was going to blog about how climate change will affect this year's election in a way it didn't affect the 2003 poll. I was going to mention that I cannot turn off the radiator in my office - a case of "levers" not being in my grasp - and how I found the experience of snow bucketing down on Cardiff Bay last week uncomfortably hot.

But then on Monday night I heard Rhodri Morgan make a speech about the Welsh economy in which he said if Wales acquires a Spanish-style climate thanks to global warming “it is hardly going to be unhelpful to Wales's competitive position”.

I think what Rhodri was trying to say was that if the whole of the world is going to be knackered because of global warming - and it is, say the scientists - then Wales might be a little bit less knackered than other places. In which case we have to extract what benefit we can from that.

The difficulty for politicians is that they can only say "what I meant was ... " a limited number of times. Like this. Or this. Or this.

If Wales is going to be like Spain and, in Rhodri's words, Spain is going to be like the Sahara, where are all the Spaniards going to go? With such difficult considerations bearing down upon us one might argue that the idea of "competitive position" needs to be completely re-evaluated.

What is going on over at the Assembly's Environment Committee? I know I shouldn't ask. Glyn Davies is going to start leaving comments about voluntary modulation and obscure aspects of the EU subsidy regime. This incomprehensible row about Tir Mynydd nearly derailed last year's budget and it's still going on.

Brynle Williams says he has obtained “new figures” which need “urgent” consideration. (!?) Yesterday, Mick Bates sent a press release attacking Plaid and Labour over Tir Mynydd, and today Nick Tregoning, Lib Dem candidate for Gower, has sent one which quotes him saying the same thing as Mr Bates. Don't think about that for too long if you're of a post-modern inclination or you'll have a stroke.

Anyway, an early contender for the press release of the year award has arrived from the NFU on this very issue. It barracks two unnamed opposition parties in a communique entitled: “Committee's failure to reach decision amounts to 'psychological warfare'.”

I'm sorry, but the concept of a committee failing to reach a decision is one my Welsh mind simply cannot accommodate. It'll be snowing in February next.

In the run up to May 3, Welsh Labour figures will be asked with increasing frequency about the likelihood of voters using polling day as a referendum on non-devolved matters - “noises off”, as Rhodri Morgan calls them.

Cash for honours, for example? Peter Hain says it is “demoralising”. Is Andrew Davies (he of the spotted tie (see below (he's got a matching blue one))) worried it will overshadow the election campaign? He told the Cabinet's weekly press briefing yesterday that he wasn't, and the only issue voters “spontaneously” raised with him on the doorstep was how well everyone had done in attracting the multi-billion pound defence academy to St Athan. Honest.

Could one of these “noises off” be gay adoption? It is rather a noisy issue in Scotland where it has been reported that Catholics will be urged not to vote Labour. The Catholic church in Wales declined to comment when I phoned to ask about its stance. Seems we are more at home with the concept of single-sex parenthood in the Land of My Fathers.
