I believe it belongs to Andrew Davies Minister for EIN. It must have been a very special Christmas gift because he has been wearing it every day. Either that or it is an attempt to inject a little colour ready for his post May leadership bid!
Leadership bid???? I've heard of lions led by donkeys, but this would be donkeys led by a donkey.
